Hillary Clinton's new job: At the world bank?

Hillary Clinton has announced that she is interested in a job at the World Bank, opening up when Robert Zoellick retires.?

Within minutes of Robert Zoellick?s announcement that he will leave the world bank being made public, Hillary Clinton?announced that she?was interested in the job. The World Bank has long been a favored retirement village for American warhawks. Considering the fact that World Bank is ostensibly about making loans to developing counties for capital improvements, it?s significant that three of the 11 World Bank presidents (Robert McNamara, Paul Wolfowitz and John McCloy) have come from the U.S. Department of Defense/War. Now Clinton, while not at the DOD, but very much the architect of the American war on Libya, wants the job. I suppose that after years of bombing developing countries into rubble, people like Clinton and Wolfowitz and McNamara think it might be fun to assuage their consciences by lending money to developing countries.

Whether such loans actually help matters for these countries if hardly clear. Given that the World Bank was founded by Keynesians at Bretton Woods, one might be somewhat skeptical of the economics and politics put forward as the justification for the scheme. On the other hand, we do know that the World Bank is a mechanism for exercising political control over the debtor nations. So it?s really just the same old story, and it?s fitting that agitators for wars of conquest find a home at the world bank. To paraphrase Carl von Clausewitz, perhaps the World Bank is war by other means.

Personal Bankruptcy Canada ? Downward Trend in Consumer ...

Personal Bankruptcy Canada recognizes a continued decrease in personal bankruptcy in third quarter data released by the Office of the Superintendent of Bankruptcy. http://www.personalbankruptcycanada.ca/resources/canada-consumer-insolvencies-20102011-infographic We are working with more and more Canadians to help them reduce their debt, and hopefully, avoid bankruptcy by filing consumer proposals, among other options.

According to quarterly data reported by the Canadian Office of the Superintendent of Bankruptcy, total overall bankruptcies were down 10.1 percent in the third quarter of 2011 compared to the second quarter of that same year. For the year ending September 2011, bankruptcy filings continued to decrease, -14.2%, while consumer proposal filings, again, were on the rise, showing an increase of 7.0% for the same time period.

The report states overall personal bankruptcy in Canada decreased from 20,696 in the second quarter of 2011 to 18,611 in the third quarter.Across the Canadian provinces, the largest reductions in personal bankruptcies occurred in Nunavut (-33.3 percent), Ontario (-10.9 percent), Quebec (-9.7 percent), Alberta (-9.3 percent), and Newfoundland/ Labrador (-8.7 percent).

?The latest data shows a steady trend in Canada that bankruptcy is on the decline and Canadians are taking more control over their financial future,? said David Smith, Trustee in Bankruptcy, and Co-Founder of Personal Bankruptcy Canada, Inc.?We are working with more and more Canadians to help them reduce their debt, and hopefully, avoid bankruptcy by filing consumer proposals, among other options.?

Consumer proposals are court-approved debt repayment arrangements allowed for by a provision in Canada?s Bankruptcy and Insolvency Act. During the third quarter of 2011, the number of consumer proposals filed increased more than six percent over the second quarter.

The proposals are filed with the Canadian courts through a Trustee in Bankruptcy. If accepted, the proposals allows individuals and businesses to control their debt without filing bankruptcy, and at the same time, pay a portion of their debt, which is agreed upon by their creditors, over a pre-determined period of time.

Deadly H5N1 Flu Studies To Stay Secret... For Now

Edsj writes "A spokesman for the World Health Organization announced that an agreement had been reached, after a debate, to keep details secret of the controversial work about the highly pathogenic H5N1 avian flu virus until deeper risk analyses have been carried out. The scientists who made the study, led by Ron Fouchier, still want to release the full paper at some future date for public viewing, but for the time being, the NSABB got what it wanted." On birth control, Santorum out of step with nation

(AP) ? Most Americans don't share Rick Santorum's absolutist take on abortion. He's out of step on women in combat. He questions the values of the two-thirds of mothers who work. He's even troubled by something as commonplace as birth control ? for married couples.

Even among a Republican presidential field anxious to please religious conservatives, Santorum's ideas stand out.

A Catholic father of seven whose kids are home-schooled, Santorum may seem to wear his conservatism as comfortably as his sweater vests. But he's walked a careful path, keeping the more provocative opinions that helped sink his re-election to the Senate in 2006 mostly out of his presidential campaign.

That is until he leaped to the top of the polls, alongside Mitt Romney.

Now Santorum's record on social issues is getting a closer look. On several matters, he's outside the Republican mainstream. And if he becomes the GOP nominee, some of his ideas would likely be surprising, even puzzling, to general election voters.

BIRTH CONTROL

? Santorum: Says he wouldn't try to take away the pill or condoms. But he believes states should be free to ban them if they want. He argues that the Supreme Court erred when it ruled in 1965 that Americans have a right to privacy that includes the use of contraceptives. Birth control, even within marriage, violates his beliefs as a Catholic. Last year Santorum told the Christian blog Caffeinated Thoughts that as president he would warn the nation about "the dangers of contraception" and the permissive culture it encourages. "Many of Christian faith have said, 'Well, that's OK. Contraception is OK,'" he said. "It's not OK. It's a license to do things in the sexual realm that is counter to how things are supposed to be. ... If it's not for purposes of procreation, then you diminish this very special bond between men and women." Santorum has campaigned on a pledge to end all federal funding of birth control, which low-income women in some states receive through the state-federal Medicaid program.

? Catholics: Despite the church's teachings, 84 percent of Catholics believe a person who uses artificial birth control can still be a good Catholic, according to a CBS News poll. And 89 percent of Catholic women favor expanding access to birth control for those who can't afford it, the nonpartisan Public Religion Research Institute found.

? All Americans: Almost everyone uses it. Three-fourths of U.S. women have taken the pill, the CBS News poll says, and other studies show virtually all sexually active women have used some type of birth control. A mere 8 percent of Americans think birth control is morally wrong, according to a Pew Research Center poll this month. Four in 10 say it's not even a moral issue these days.

WORKING WOMEN

? Santorum: His 2005 book, "It Takes a Family: Conservatism and the Common Good," suggests parents in two-income families aren't doing what's best for the kids. Too often, he writes, both parents work when the family could get by on one salary: "For some parents, the purported need to provide things for their children simply provides a convenient rationalization for pursuing a gratifying career outside the home." He described it as a sad situation created by "radical feminists" who undermined the traditional family by "convincing women that professional accomplishments are the key to happiness." Santorum's unsuccessful re-election bid took a hit from a rival's TV ad featuring a working mother challenging the senator "to come to my house at the end of the month when we're doing our bills and tell me how we can live on one income." Santorum recently tried to deflect questions about the book by saying that his wife, who left her nursing career to care for their children, helped write that section because she felt her decision to become a stay-at-home mom wasn't valued by society. He predicted a Santorum administration would have "plenty of working moms."

? All Americans: Two-thirds of married mothers with husbands are working or looking for jobs, according to the Labor Department. Like Santorum, most Americans don't think it's best for children when moms work full time; they're divided over whether staying at home or working part time is ideal. But more moms are working for economic reasons than personal satisfaction. Half of full-time working mothers would rather work part time, and a third would prefer to stay home, according to a 2009 Pew Research Center poll. About 1 in 10 of the moms working full-time says it's an ideal situation.

WOMEN IN COMBAT

? Santorum: Spoke out against women in combat when the Pentagon announced plans to allow them to serve closer to the front. He says he worries that fighting men will be distracted by their "natural instinct" to protect women. He also says the differences in physical abilities between men and women aren't being taken into account.

? Republicans: Six in 10 would allow women to serve in units that engage in close combat; about a third are opposed, a Quinnipiac University poll last year found.

? All Americans: Slightly more favorable toward women in combat than Republicans.

GAYS IN THE MILITARY

? Santorum: Wants to reinstate the "don't ask, don't tell" policy that banned openly gay service members. In a GOP debate in Florida, Santorum said lifting the ban was social engineering and that "sexual activity has absolutely no place in the military." He added: "Keep it to yourself whether you're a heterosexual or a homosexual."

? Republicans: Santorum's party is divided on the issue. A CBS News poll gave a 48-41 edge to supporters of gays serving in the military. Republicans who felt strongly about the issue were twice as likely to support gays in the military than to oppose them, however.

? All Americans: An overwhelming number ? 68 percent ? favor allowing gays to serve openly, the same poll found.

ABORTION

? Santorum: Favors amending the Constitution to ban abortion. He says that human life begins at conception and doctors who perform abortions should be charged as criminals. In his book, he compared women who have abortions to 19th-century slaveholders, writing that "unlike abortion today, in most states even the slaveholder did not have the unlimited right to kill his slave." In the past, Santorum supported allowing abortions in cases of rape or incest, but he now says no to those exceptions.

? Republicans: Although united in the belief that abortion should be illegal in most cases ? two-thirds say so ? an overwhelming majority of Republicans are willing to make some exceptions. Only a fifth say abortion should always be illegal, according to AP-GfK polling in August.

? All Americans: Even less likely to say there should be no abortions at all ? 16 percent support a total ban. About half of Americans want abortion to be legal in most cases, and almost as many say it should be mostly illegal.

PFT: Peyton had 4th neck surgery; more coming?

Randy-Moss-1Getty Images

Three days after discovering ?Moss TV,? the question remains whether I?ll lose interest in watching it before unretired receiver Randy Moss loses interest in doing it.

After last night?s one-hour-or-so excursion, I?m getting close to losing interest in whether he loses interest.

The novelty quickly is wearing off, even as Moss tries to change things up by using a piranha tank as his background or introducing new Klump-style characters, starting with his ?brother? Jacob, who was Moss wearing Coke-bottle lenses and talking in a deeper voice.

Things could get a little more interesting (or a little less uninteresting) with Moss promising to do his next show from the Bahamas, where he?ll be vacationing with the ?Wilforks? and the ?Faulks? (presumably, former teammates Vince and Kevin and their spouses).? And maybe Vince will be a guest on the show.? And maybe it really will be Vince, and not Randy with a pillow under his shirt.

Anyway, here are a few of the very few noteworthy things Moss said last night.

1.? He says he has ?no clue? where he?ll play in 2012.? ?Let?s just keep our fingers crossed and wherever they fall, let ?em fall,? Moss said.? He later added that he?s ?looking for a team that?s gonna want me to come in and do some damage.?

2.? Moss said he thinks Bill Belichick is ?the greatest coach in NFL history.?

3.? Moss said he won?t be doing a made-for-TV workout, like T.O. did last season.

4.? Moss said he ?thinks? he ran a 4.3-second 40-yard dash on Wednesday, and that a ?buddy? clocked him.

5.? His fondest memory of Pats owner Robert Kraft is playing $1 liars poker in the locker room with him.

6.? On the topic of Lions defensive tackle Ndamukong Suh, Moss said that Suh needs to be in better control of his emotions, but Moss acknowledged that emotions sometimes get the better of a player.? ?I?ve squirted a damn referee before,? Moss said, referring to an incident from the 1999 playoffs against the Rams, when he squeezed the contents of a water bottle in the direction of an official.

7.? Moss said that Darrelle Revis is the cornerback who gave Moss the most problems.? And Revis apparently is the only one.? ?No one else gave me a problem in my NFL career,? Moss said.

8.? Moss essentially promised double-digit scores in 2012.? ?I?m not coming to give you no seven, eight, nine touchdowns,? Moss said.? ?I?m coming to rock.?
