Blatter to meet Brazil leader over WCup concerns

TOKYO - FIFA President Sepp Blatter plans to meet with Brazil's head of state to discuss concerns over the country's preparations for the 2014 World Cup.

FIFA officials have repeatedly said preparations for Brazil 2014 are behind schedule. FIFA Secretary General Jerome Valcke has told Brazilian lawmakers that the pace had to be stepped up, saying "we are late, we can't lose a day."

Blatter expressed his concerns on Saturday following a meeting of FIFA's Executive Committee on the sidelines of the 2011 Club World Cup.

"The executive committee is worried about that," Blatter said. "I will myself take up the World Cup in a presidential level and in the first or second month of next year I will go and meet the head of state."

Valcke reported on the status of preparations for the 2014 World Cup during the Dec. 16-17 meetings in Tokyo and noted that the general World Cup Bill, which comprises the necessary government guarantees regarding the organization of the event, has yet to be enacted by the relevant authorities.

"Clearly, we are concerned that we have not received the confirmation of the general World Cup Bill," Blatter said.

Blatter also said that Ricardo Teixeira, the 2014 World Cup organizing committee president, has asked for a leave of absence until the end of January.

"Mr. Teixeira has asked for a leave of absence until the end of January so he is out of FIFA and the 2014 organizing committee until the end of January," Blatter said.

Blatter also reiterated his desire to publish a document naming soccer officials who took millions of dollars in kickbacks from World Cup broadcast deals.

The BBC has reported that the document implicates former FIFA President Joao Havelange and Teixeira. Havelange resigned as an IOC member earlier this month.

FIFA postponed the publication of the document because "legal measures taken" by a party involved in the 10-year-old ISL scandal prevented it from releasing the court papers during the executive committee meetings in Tokyo.

"The executive committee and myself would like to open the file as quickly as possible," Blatter said. "FIFA needs to lay the ISL issue to rest, it's unfortunate we can't open it now but I am hoping the Swiss court will allow us to open the file in early 2012. We cannot go to the past, we can only clarify it."

FIFA also announced the list of members of the Independent Governance Committee, a committee aimed at cleaning up world soccer's governing body and headed by Basel University professor Mark Pieth.

The list has nine members including Sunil Gulati, president of the U.S. Soccer Federation. Non-soccer members include Michael Hershman, President and CEO of the Fairfax Group, and Peter Goldsmith, who served as Attorney General in the United Kingdom from 2001-2007.

At an October executive committee meeting, Blatter said the panel would consist of up to 18 people, half from soccer, half from politics, law and civil society.

In other developments, FIFA decided that the 2013 and 2014 editions of the Club World Cup would be held in Morocco after the 2012 tournament in Japan.

Tottenham knocked out of Europa League

Tottenham was eliminated from the Europa League despite a 4-0 victory at Ireland's Shamrock Rovers on Thursday night as Rubin Kazan advanced to the knockout stage with a tie. Birmingham also was knocked out, one day after Fulham exited.

Udinese advanced to Friday's draw for the 32-team second round. Needing to avoid defeat at home against Glasgow Celtic, Udinese tied 1-1 after Antonio Di Natale equalized in first-half stoppage time. The Scottish club had led on Gary Hooper's 29th-minute goal.

Tottenham was in position to advance when leading 3-0 in Dublin while the Russians trailed 1-0 at Group A leader PAOK.

Rubin goalkeeper Sergei Ryzhikov was ejected for conceding a 16th-minute penalty kick scored by Vieirinha. But Rubin's Nelson Valdez tied the score in the 48th for a 1-1 draw.

That result made it academic when Harry Kane scored Tottenham's last goal. Steven Pienaar, Andros Townsend and Jermain Defoe had built a 3-0 halftime lead.

Tottenham reached the Champions League quarterfinals last season, but often failed to use regular starters in Europe's second-tier competition.

"We haven't not gone through for lack of trying," manager Harry Redknapp said. "It was disappointing. I want to win every game."

Redknapp also drew attention for apparently directing a gesture toward Shamrock fans who had targeted him with taunting chants for much of the match.

Hannover progressed to the final 32 by beating Vorskla 3-1 in Group B.

Brugges drew 1-1 with Braga as both progressed from Group H and edged out Birmingham, which beat Maribor 1-0. AZ Alkmaar advanced with a 1-1 draw at home against Group G winner Metalist Kharkiv. The Dutch club finished ahead of Austria Vienna, which beat last-place Malmo 2-0.

Wholesale prices up a modest 0.3 pct. last month (AP)

WASHINGTON ? Wholesale prices rose a modest 0.3 percent last month as companies paid more for such items as food and pharmaceuticals. But energy prices barely rose, keeping inflation in check.

In the 12 months ending in November, wholesale prices have increased 5.7 percent, down from a 5.9 percent year-over-year pace in October, the Labor Department said Thursday. It's the smallest yearly increase since March. The department's producer price index measures price changes before they reach consumers.

Excluding the volatile food and energy categories, the so-called "core" index rose 0.1 percent, after a flat reading the previous month. In the 12 months ending in November, the core index rose 2.9 percent, up a yearly pace of 2.8 percent in October.

Most economists say they think inflation has peaked and will slowly decline next year. That's because prices for oil and many agricultural commodities have fallen from their highs this spring. Slower growth in China and a possible recession in Europe have reduced global demand for energy and other goods.

Producer price inflation "appears to have peaked and begun a slow retreat," Steven Wood, an economist at Insight Economics, said in a note to clients.

Lower price growth means consumers will have more buying power, potentially boosting consumer spending. The jump in gas and food prices earlier this year limited the ability of consumers to buy other goods, thereby slowing the economy.

Consumer spending rebounded in the July-September quarter as prices eased. The stronger spending helped increase growth to an annual rate of 2 percent from a slight 0.9 percent in the first half of the year. Economists expect consumer spending to rise again in the last three months of this year and think growth could top 3 percent.

Wholesale food prices rose 1 percent last month, driven higher by a sharp increase in the cost of vegetables. Prices for lettuce, broccoli and cauliflower jumped sharply.

Chicken and other meat prices also rose. But with the price of grains and other farm goods declining, food prices will likely follow suit, economists noted.

The cost of pharmaceuticals and autos increased, pushing up the core index. But prices for pickup trucks and industrial machinery declined.

Federal Reserve policymakers, like many private economists, predict inflation will fall next year. That would give the central bank more latitude to hold down interest rates and potentially take other steps to stimulate the economy.

The Fed declined to make any new moves at its latest meeting Tuesday. It reiterated its commitment to keep the benchmark short-term rate it controls at nearly zero through mid-2013. If there were signs that inflation was increasing to worrisome levels, the Fed would likely raise rates.

The central bank said last month that it expects consumer inflation to fall from about 2.8 percent this year to roughly 1.7 percent next year. That's in the Fed's preferred range of core inflation of about 1.7 percent to 2 percent. Economists at Wells Fargo expect it to drop to 1.8 percent by the end of next year.

A small amount of inflation can be good for the economy. It encourages businesses and consumers to spend and invest money sooner rather than later, before inflation erodes its value.

Toyota grows the Prius (AP)

Toyota sold more than a million Prius gasoline-electric hybrid cars in the United States, but anyone who needed more room than the mid-size hatchback could provide was left out.

Not anymore.

Toyota's biggest Prius, the 2012 Prius v, has arrived as a minivan-styled vehicle with 58 percent more cargo space than the current Prius and more room for passengers (though the new car keeps seating to five, which is the same number of seats in the Prius with no "v").

Bumper to bumper, the Prius v is 8 inches longer, a tad wider and 3 inches taller than the current Prius.

Better yet, with a federal government fuel economy rating of 44 miles per gallon in city driving and 40 mpg on the highway, the Prius v jumps to the top of the fuel-efficiency list among all 2012 minivans and station wagons.

The Prius v has a higher fuel mileage rating in the city than on the highway because the onboard electric motor is able to engage more often in slower-speed city driving, thereby boosting the city gasoline mileage.

The starting manufacturer's suggested retail price, including destination charge, is $27,160 for the base Prius v Two model that includes a 98-horsepower, four-cylinder engine mated to a 60-kilowatt electric motor, continuously variable transmission, fabric-covered seats, backup camera and Bluetooth phone connectivity.

This compares with the starting MSRP, including destination charge, of $24,280 for a 2011 Prius hatchback with the same engine and electric motor and a federal government fuel mileage rating of 51/48 mpg. (Toyota has not released pricing for the 2012 Prius.)

There are no other gas-electric minivans or wagons on the U.S. market. But people might cross-shop the Prius v with the similarly sized Mazda5 minivan that starts at $21,140 with 157-horsepower, four-cylinder engine, automatic transmission and seating for six. The Mazda5 is rated at 21/28 mpg by the federal government.

The starting retail price for the Prius v is just $500 above the starting retail price of $26,660 for a 2012 Toyota Camry Hybrid sedan. The Camry Hybrid's trunk space, however, is 13.1 cubic feet, while the Prius v has 34.3 cubic feet to 67.3 cubic feet of cargo space, depending on whether the rear seats are in use or folded. And with a larger, more powerful gasoline engine and more robust electric motor than the Prius v, the five-passenger Camry Hybrid is rated at 43/39 mpg.

For the record, the "v" in the name stands for versatility. But it could stand for "van," too, because that's the lasting impression I had after driving this new Prius model. From easy access to seats and good headroom in front and back seats to level rear floor, the Prius v felt like a minivan with high-tech flair.

If you like the Prius styling, you'll like the looks of the Prius v. Toyota designers didn't stray far from the now-familiar Prius look.

The extra passenger space is welcome. The test Prius v felt spacious, in part due to its panoramic moonroof that was part of a $5,580 option package.

I liked that I turned and just sat on the fabric seats without having to climb upward or drop downward to get inside.

Views out of the Prius v were good for all passengers; side door rear windows are large and we all sat up a good bit from the pavement. Note the rear doors open as car doors do; they don't slide like minivan doors.

The pillar around the Prius v windshield is sizable, so I had to watch carefully for pedestrians when making turns. A backup camera that helps drivers see what's behind them is standard equipment.

For anyone who hasn't been in a regular Prius, the Pruis v dashboard gauges and displays might seem otherworldly, but they all provide understandable information once a driver learns where to look. There is no typical gauge cluster in front of the steering wheel. Everything, including speedometer, is over toward the center of the dashboard.

Of course, the item I looked at most was the average fuel mileage.

While the government said the city/highway average should be 42 mpg, I never got above 37.5 mpg.

I admit I tested all modes, including the "power" setting; it was about the only time the Prius v didn't feel stodgy. But in the power mode, the electric motor didn't kick in much, and fuel mileage decreased.

In power mode, the 1.8-liter, double overhead cam four cylinder took on responsibility more willingly, even in city driving, and there was a noticeable improvement in acceleration from when I drove in the "eco" mode.

Still, in eco or even power modes, the Prius v could feel like it was struggling if the vehicle was loaded with passengers and cargo. It felt taxed, too, with a couple passengers on board as it traveling a long uphill grade on the highway, and we heard the four cylinder droning loudly.

The Prius v handled competently. But the electric power steering had an artificial feel.

Standard safety equipment includes traction control, antilock brakes, stability control and curtain air bags.

More new Prius models are coming. A Prius Plug-In Hybrid should be available in 14 states come March and elsewhere in 2013, and a Prius c city car is due next year.

Brazil: Senate loosens Amazon protections (AP)

RIO DE JANEIRO ? The Brazilian Senate voted 59-7 Tuesday to approve new environmental legislation that would loosen restrictions on deforestation in the Amazon and give amnesty to those who illegally cleared land before July 2008.

At least 70 amendments were tacked onto the bill and must still be voted on. But sponsors of the legislation swore to knock down anything that changes the text's main points, and they have the support to make good on the threat.

The bill now goes back to the lower house, which already passed one version of the measure.

President Dilma Rousseff must also sign any legislation approved by the Congress. She pledged during her campaign for the presidency last year to veto any portion of an environmental bill that provides amnesty for those who illegally cleared land in the past. She now faces a tough political battle dealing with a strong agriculture lobby.

Brazil is the world's second-largest agricultural producer behind the U.S., and farmers say Brazil could easily be first if it weren't for the legal hurdles imposed by environmental legislation.

"This is the first time we're ending the monopoly, that we're ending the environmental dictatorship, where half a dozen (non-governmental organizations) controlled the Environmental Ministry," said Sen. Katia Abreu, who is also president of Brazil's National Agriculture and Livestock Federation.

But Marcio Astrini, a spokesman for Greenpeace's Amazon campaign, said the measure would "reduce the area required for conservation, and actually allow new deforestation."

"It's based on the concept that the forest gets in the way, on the argument that developed countries cut their forests, so we need to do the same. That thinking is centuries old now," he said.

The Senate vote comes a day after Brazil's government reported its lowest recorded annual level of Amazon deforestation. From August 2010 through July 2011, about 2,410 square miles (6,240 square kilometers) were destroyed, according to the National Institute for Space Research.

The government credited stepped-up enforcement against illegal cutting for the success. But some environmentalists warn it was likely due less to the government's crackdown and more to the global economic downturn, as demand lessened for products linked to deforestation, such as soy, timber and beef.

Environmentalists and agricultural interests have both pushed for a refurbishing of Brazil's current environmental law, initially passed in 1965 and toughened in the 1990s.

The law requires landowners to keep a certain percentage of their land forested, an amount that varies between 20 percent in some areas to 80 percent for states within the Amazon.

Farmers have long argued the current law's gradual tightening pushed them out of compliance and hobbled production. Staying on top of the law proved expensive, farmers say, and the government has offered no incentives to comply.

Environmental advocates agreed with the need for a new, updated law, but say the code as approved by the Senate sends a message that deforestation will be forgiven, and encourages further flouting of the law by illegal loggers and land grabbers. They argue the bill as it stands would lead to cutting down virgin forests, erosion of hillsides and riverbeds, and extensive, irreversible environmental damage to the rain forest, an area the size of the U.S. west of the Mississippi River that absorbs the greenhouse gas carbon dioxide.

About 20 percent of the Brazilian rain forest already has been cut down. Burning and rotting trees account for 75 percent of Brazil's greenhouse gas emissions.

The base text approved by the Senate would reduce the preservation requirement to 50 percent in states where 65 percent of the land is already included in indigenous reservations or conservation units. Just one state, Amapa, falls under that category. Two others, Amazonia and Roraima, are close to reaching it.

The new law would also allow agriculture and cattle grazing closer to environmentally fragile areas: riversides, the tops and flanks of hills, and the land around springs. Currently, hillsides can't be cleared to prevent erosion, and a minimum of 98 feet (30 meters) must be kept forested around rivers.

The new code allows logging on slopes of up to 45 degrees, and reduces the preservation area around rivers by half.

It also redefines riverbeds as areas covered by water most of the year, instead of during peak flow times, shrinking the amount of protected area around them. In vast, flat forests like the Amazon, the water level of a river can rise 32 feet (10 meters) during the wet season. Each year, flooding covers 154,441 square miles (400,000 square kilometers) in the Amazon, said Maria Tereza Piedade, head of the ecology, monitoring and sustainable use group within the National Institute for Amazon Research.

This new definition would open vast untouched tracts of forest to deforestation, she said.

All who have a stake in the regulation of land use in Brazil wanted new legislation that would include incentives and subsidies for those who keep forests intact.

The pending bill would do some of that by suspending fines issued for land cleared illegally before July 2008, allowing infractors to replant more cheaply, using vegetation that is only half native and employing tax breaks.

Small farmers ? those with less than 990 acres (400 hectares) of land ? wouldn't need to replant anything cleared before 2008.

Ranchers and farmers had demanded that Brazil make it easier and less costly for those who'd infringed the law to pay back their debt, said Laura Antoniazzi, a researcher at Rede Agro, an agriculture research center.

In a push through the 1970s for quick development, Brazil's military dictatorship offered free land to anyone willing to clear at least half of it for agriculture.

Deforestation laws were seldom enforced in the decades that followed, creating a long history of tolerance for illegality, said Antoniazzi. Farmers and ranchers felt betrayed when the government started demanding to see preserved areas before granting agricultural credit in the 1990s, she said.

About 309,000 square miles (800,300 square kilometers) of land, an area larger than Italy, are being used for farming or grazing that are supposed to be covered by trees, Antoniazzi said.

As for the suspension of fines for those who cut down the forest, she said, "We don't see this as an amnesty." She emphasized the government has failed to enforce legislation in the past, allowing land to be cleared with impunity.

"This history of noncompliance is due to the actions of land owners, but also to the negligence of government," she said.

PITTSBURGH - The Pittsburgh Steelers needed just 15 minutes to provide the Cincinnati Bengals a refresher course on what it takes to win in December.

Run the ball. Create turnovers. A big play or two on special teams helps. So does having a quarterback who knows what he's doing when the games dwindle to a precious few.

It's a formula the defending AFC champions have used for years. It has rarely looked as effective as it did in a 35-7 win Sunday.

Ben Roethlisberger threw two touchdown passes to Mike Wallace, Rashard Mendenhall ran for two more and the Steelers used an explosive second quarter to crush error-prone Cincinnati.

"We're in it now," linebacker James Farrior said. "Right now is our time. ... We already started our playoffs."

It certainly looked like it as Pittsburgh (9-3) swept the season series from Cincinnati (7-5) for the second straight year to end any realistic hopes the Bengals have of winning the AFC North.

"It's tough," said Cincinnati wide receiver A.J. Green, who caught an 11-yard touchdown pass but also committed a false start penalty that wiped out another score. "We shot ourselves in the foot sometimes. Being the veteran team they are, they capitalized on everything we did."

It's what the Steelers do this time of year.

Pittsburgh has been a mixed bag at times this season, often playing to the level of the competition, regardless of who it is.

The same team that handled New England with ease six weeks ago is the same one that barely escaped woeful Kansas City with a win last Sunday night, raising concerns about Roethlisberger's fractured right thumb, the running game and a defense nursing injuries to safety Troy Polamalu (concussion) and LaMarr Woodley (hamstring).

There were no anxious final moments against the Bengals. Pittsburgh's best quarter of the season left little room for doubt, scoring four touchdowns in a span of less than 12 minutes to break it open.

"Finally," Wallace said. "We always make it harder than it has to be. Today, we came out with a lot of emotion and a lot of energy. The guys just wanted to win. We knew what we had to do. It's getting closer to the playoffs and it's time for us to get better."

While the Bengals appear to be getting worse.

Rookie quarterback Andy Dalton passed for just 135 yards, was sacked three times by Pittsburgh linebacker James Harrison and spent the fourth quarter on the bench as a preventative measure with the game out of reach.

"We can't let this hurt us," Dalton said. "We can't let this affect the next four."

Blocking it out might be tough.

Cincinnati coach Marvin Lewis did little to downplay the game's importance, practically admitting his team's hopes for an outside shot at a divisional title would all but disappear if his surprising team couldn't earn a split with the Steelers.

The Bengals hung tough in a 24-17 loss to Pittsburgh three weeks ago, the kind of gritty performance that gave them hope they could earn a split with their division rivals and stay alive in their quest for a second division title in three seasons.

No chance.

Thrust into the role of contender, the Bengals wilted in the spotlight, reverting back to the kind of mistakes they've avoided while rebuilding on the fly behind the tandem of Dalton and Green. Cincinnati committed 10 penalties for 109 yards and offered little resistance to lose for the third time in four games.

"They beat us in every area today ? beat us on offense, beat us on defense, beat us in special teams," Lewis said.

Roethlisberger, who aggravated his injured thumb in practice during the week, overcame a slow start to complete 15 of 23 passes for 176 yards and the two scores to Wallace. His final completion, a 9-yard toss to tight end David Johnson in the fourth quarter, was the 2,026th of his career, breaking Hall of Famer Terry Bradshaw's club record.

"It's obviously an awesome honor," Roethlisberger said. "Anytime you break a guy like that's record, it's a great thing."

It was that kind of day for Pittsburgh. Wide receiver Hines Ward became the 19th player in NFL history to eclipse 12,000 career yards while Harrison joined Chad Brown and Mike Merriweather as the only players in team history to record at least two three-sack games in the same season.

"You have to start playing good, all-around football," Ward said. "Today, we displayed that."

The Bengals did not.

Cincinnati's miscues started early. Green flinched ever so slightly just before the snap to negate a 4-yard touchdown pass from Dalton to Jermaine Gresham on the Bengals' opening possession.

Mike Nugent came out to kick a short field goal only to have it called back after being flagged for delay of game. Nugent's kick never had a shot the second time around. Rookie Cam Heyward swatted it out of harm's way to record Pittsburgh's first blocked kick in more than two years.

It's as close as the Bengals would get to making it interesting.

Mendenhall, who has been erratic, gave the Steelers the lead with a 3-yard touchdown run early in the second quarter. He upped the lead to 14-0 with a nifty 5-yard cutback run.

The Bengals continued to self-destruct on the ensuing kickoff when Brandon Tate fumbled and the Steelers recovered at the Cincinnati 23. Roethlisberger needed just three plays to hit Wallace for a 12-yard score to make it 21-0.

Dalton found Green for an 11-yard score to briefly give the Bengals life, but Brown extinguished any momentum with a scintillating 60-yard punt return just before the half that gave the Steelers a 28-7 lead at the break.

The Bengals came in with an NFL-record three double-digit second half rallies, but not this time. Playing with a lead Pittsburgh's defense teed off on Dalton and sent fans sprinting to the exits early with victory in hand.

"It's just embarrassing," Cincinnati defensive back Chris Crocker said. "You don't feel good at all. When they're beating you so bad that their fans leave, that's just a bad feeling."

Notes: The Steelers have swept the Bengals seven times in the last 11 seasons. ... Woodley started for the first time since getting hurt against New England on Oct. 30, but left in the first half after "tweaking" his left hamstring according to Tomlin. ... Pittsburgh hosts Cleveland on Thursday night, while the Bengals host Houston on Sunday.
