US stocks rally after Germany upholds bailout plan (AP)

NEW YORK ? U.S. stocks rallied for the first time in three days Wednesday after a German court backed the country's role in bailing out other European countries. The ruling renewed hopes that Europe will find a solution to its long-running debt problems.

At noon, the Dow Jones industrial average was up 175 points, or 1.6 percent, to 11,314. The Dow and other U.S. indexes fell over the previous three days on worries about Europe's debt woes and weakness in the U.S. jobs market. Verizon and McDonald's were the only two of the 30 Dow stocks to fall.

"The market has been pricing in an out-and-out recession, so any hints that policy issues might be solved is a plus," said Brian Gendreau, market strategist at Cetera Financial Group

The Standard and Poor's 500 index rose 23, or 2 percent, to 1,188. All 10 company groups that make up the S&P index rose. The Nasdaq composite rose 51, or 2.1 percent, to 2,525.

European indexes rose broadly after the German court ruling eased fears that Europe's bailouts of Greece and Ireland could be stalling. Germany's DAX index surged 4.1 percent; France's CAC-40 jumped 3.6 percent.

The ruling also pushed the prices of Treasury securities lower as investors were more willing to hold risky assets like stocks. Treasury prices have been rising over the past week, sending their yields lower, as demand for lower-risk investments increased.

The yield on the 10-year Treasury note rose to 2.04 percent. It traded at 1.97 percent late Tuesday, one of the lowest rates since the Federal Reserve Bank of St. Louis began keeping daily records in 1962. Gold, another traditional safe haven, fell $56, or 3 percent, to $1,817 an ounce. It closed at $1,891 on Aug. 22.

Yahoo and Bank of America rose sharply after announcing the departures of key executives after the market closed Tuesday. Yahoo gained 4 percent, to $13.45, after announcing that CEO Carol Bartz had been fired. Some analysts said the move made the company a takeover target. Bartz spent nearly three years steering the company.

Bank of America jumped 5 percent, to $7.37, after the bank said two top officers will leave. The changes were seen as one of chief executive Brian Moynihan's most dramatic moves to reshape the embattled bank. Bank of America shares have fallen 48 percent this year through Tuesday, compared with a 7 percent drop in the S&P 500 index.

Financial companies were the top performing group in the S&P 500 index. JP Morgan Chase & Co., Goldman Sachs and Wells Fargo each rose more than 2 percent.

Urban Outfitters fell 3 percent, to $25.14, after the retailer said its sales were slipping in the current quarter. Computer graphics company Nvidia Corp. jumped 8 percent, to $14.22, after the company said it expects its revenues to be higher than Wall Street analysts forecast.

The Federal Reserve will release its snapshot of regional business conditions at 2 p.m. The Fed's last survey was the weakest this year. Growth slowed in eight of the regions in June and July, bolstering concerns that the U.S. economy was headed back into another recession.

Emergency and airport officials said Sunday all the passengers traveling from Chicago got off the plane safely and were taken into the terminal on city buses.

A whole new light on graphene metamaterials

ScienceDaily (Sep. 4, 2011) ? Long-wavelength terahertz light is invisible -- it's at the farthest end of the far infrared -- but it's useful for everything from detecting explosives at the airport to designing drugs to diagnosing skin cancer. Now, for the first time, scientists at the U.S. Department of Energy's Lawrence Berkeley National Laboratory (Berkeley Lab) and the University of California at Berkeley have demonstrated a microscale device made of graphene -- the remarkable form of carbon that's only one atom thick -- whose strong response to light at terahertz frequencies can be tuned with exquisite precision.

"The heart of our device is an array made of graphene ribbons only millionths of a meter wide," says Feng Wang of Berkeley Lab's Materials Sciences Division, who is also an assistant professor of physics at UC Berkeley, and who led the research team. "By varying the width of the ribbons and the concentration of charge carriers in them, we can control the collective oscillations of electrons in the microribbons."

The name for such collective oscillations of electrons is "plasmons," a word that sounds abstruse but describes effects as familiar as the glowing colors in stained-glass windows.

"Plasmons in high-frequency visible light happen in three-dimensional metal nanostructures," Wang says. The colors of medieval stained glass, for example, result from oscillating collections of electrons on the surfaces of nanoparticles of gold, copper, and other metals, and depend on their size and shape. "But graphene is only one atom thick, and its electrons move in only two dimensions. In 2D systems, plasmons occur at much lower frequencies."

The wavelength of terahertz radiation is measured in hundreds of micrometers (millionths of a meter), yet the width of the graphene ribbons in the experimental device is only one to four micrometers each.

"A material that consists of structures with dimensions much smaller than the relevant wavelength, and which exhibits optical properties distinctly different from the bulk material, is called a metamaterial," says Wang. "So we have not only made the first studies of light and plasmon coupling in graphene, we've also created a prototype for future graphene-based metamaterials in the terahertz range."

The team reports their research in Nature Nanotechnology, available in advanced online publication.

How to push the plasmons

In two-dimensional graphene, electrons have a tiny rest mass and respond quickly to electric fields. A plasmon describes the collective oscillation of many electrons, and its frequency depends on how rapidly waves in this electron sea slosh back and forth between the edges of a graphene microribbon. When light of the same frequency is applied, the result is "resonant excitation," a marked increase in the strength of the oscillation -- and simultaneous strong absorption of the light at that frequency. Since the frequency of the oscillations is determined by the width of the ribbons, varying their width can tune the system to absorb different frequencies of light.

The strength of the light-plasmon coupling can also be affected by the concentration of charge carriers -- electrons and their positively charged counterparts, holes. One remarkable characteristic of graphene is that the concentration of its charge carriers can easily be increased or decreased simply by applying a strong electric field -- so-called electrostatic doping.

The Berkeley device incorporates both these methods for tuning the response to terahertz light. Microribbon arrays were made by depositing an atom-thick layer of carbon on a sheet of copper, then transferring the graphene layer to a silicon-oxide substrate and etching ribbon patterns into it. An ion gel with contact points for varying the voltage was placed on top of the graphene.

The gated graphene microarray was illuminated with terahertz radiation at beamline 1.4 of Berkeley Lab's Advanced Light Source, and transmission measurements were made with the beamline's infrared spectrometer. In this way the research team demonstrated coupling between light and plasmons that were stronger by an order of magnitude than in other 2D systems.

A final method of controlling plasmon strength and terahertz absorption depends on polarization. Light shining in the same direction as the graphene ribbons shows no variations in absorption according to frequency. But light at right angles to the ribbons -- the same orientation as the oscillating electron sea -- yields sharp absorption peaks. What's more, light absorption in conventional 2D semiconductor systems, such as quantum wells, can only be measured at temperatures near absolute zero. The Berkeley team measured prominent absorption peaks at room temperature.

"Terahertz radiation covers a spectral range that's difficult to work with, because until now there have been no tools," says Wang. "Now we have the beginnings of a toolset for working in this range, potentially leading to a variety of graphene-based terahertz metamaterials."

The Berkeley experimental setup is only a precursor of devices to come, which will be able to control the polarization and modify the intensity of terahertz light and enable other optical and electronic components, in applications from medical imaging to astronomy -- all in two dimensions.

NEW YORK ? Defending champion Rafael Nadal overcame a blister on his right foot and two tight sets Sunday to beat 2002 Wimbledon runner-up David Nalbandian 7-6 (5), 6-1, 7-5 and reach the U.S. Open's fourth round.

The 76th-ranked Nalbandian went up a break in the fifth game and served for the first set at 5-4, but he double-faulted on break point. Then, at 3-all in the tiebreaker, Nalbandian double-faulted again, helping the second-seeded Nadal nose ahead.

Nalbandian broke to begin the third set, but Nadal broke right back to 1-1, then took an injury timeout after that game to have his right foot taped because of the blister.

"Every day is tougher and tougher," Nadal said in an on-court interview after the match.

He played far more cleanly and finished with only 18 unforced errors, 42 fewer than Nalbandian's total.

For a spot in the quarterfinals, Nadal will face 68th-ranked Gilles Muller of Luxembourg, who hit 23 aces in his 6-1, 6-4, 6-4 victory over Igor Kunitsyn of Russia.

Muller is playing at Flushing Meadows for the first time since reaching the quarterfinals as a qualifier in 2008.
